Ensuring the sustainable implementation of HIV and TB prevention and treatment services and the availability of medical and social care for most-at-risk populations

 

Since 2018, our country has been implementing the Transition Plan, according to which the Government of Ukraine provides the transition from funding for TB and HIV/AIDS programs by the Global Fund to ensure the implementation of these programs through the state budget and public administration of these programs. From the middle of 2019, an active phase of this process began – the state procured a basic package of HIV prevention services and services for the care and support of people living with HIV. For Ukraine, this is an unprecedented success in ensuring the sustainability of HIV/AIDS programs, a demonstration of the state’s readiness to invest in support of the results achieved with the international assistance. Meanwhile, it is a time of new challenges and the need to strengthen the focus on service quality. Given that in 2020, Ukraine and the world faced the global challenges of the COVID-19 pandemic, the continuity of services for the prevention, treatment of HIV/AIDS and tuberculosis has become important. Maintaining of achievements in the field of combating HIV/AIDS and tuberculosis, consolidation of efforts of the state and civil society organizations to effectively respond to challenges are our priorities for work in the coming years.

Building a quality management system is a way to strengthen results and improve the effectiveness of HIV prevention programs

 

The purpose of the activity is to support the construction of a quality management system for HIV prevention services.

 

The activity envisages the following:

  • Fostering a dialogue on the issues of agreeing on the understanding of the definition of “quality of services”, agreeing on a common definition, approaches and appropriate mechanisms for planning, control among stakeholders;
  • determining the role of client programs in quality management services. Identification of a possible system of taking into account the needs of communities that are clients/recipients of services and their satisfaction with services;
  • Support for the assessment of the ratio of basic and additional packages of prevention services in relation to customer needs and coverage of services in all regions of Ukraine;
  • Providing technical support in agreeing and implementing a plan for the implementation of a management system and quality assessment of services.

Ensuring the development of harm reduction programs with the support of local budgets to provide a full package of services to vulnerable populations and ensure their well-being

 

The aim of the activity is to ensure the sustainable development of HIV prevention programs among at-risk groups in Kyiv and Kyiv oblast by attracting budget funds at the city, oblast and ATC levels.

 

The activity envisages:

  • Analysis of the strategies of four (selected) ATCs of Kyiv oblast to include issues related to public health. Advocacy for adequate funding of the industry;
  • Enhancing knowledge of the heads of selected ATCs to involve non-governmental organizations in the provision of services at the expense of budget funds;
  • establishing a mechanism for purchasing HIV prevention services at the ATC level;
  • Ensuring increased funding for harm reduction services, prevention of HIV, TB, and sexually transmitted infections for vulnerable adolescents. Deployment of specific programs that promote the formation of healthy lifestyle skills among adolescents in the capital;

Providing funding for complementary to the basic package of HIV prevention services for vulnerable groups, services at the expense of local budgets.
